Motorola only releases the Verizon V710 1.40 upgrade through authorized Verizon service centers.

Keep hammering Verizon customer service and your local stores, but chasing Motorola is a waste of time. Motorola won't even sell you the phone if you begged them to buy it. You can buy the phone from the manufacturer in many other countries, but not in America.

The carriers have too much power these days. Before you know it, the built-in alarm clocks will be a paid-for over the network service.
