What exactly can be reprogrammed in a cell phone?

If this has been asked before, forgive me.

I am wondering what can be changed in a given phone's operation once people have it. I know that there is thing called "reprogram" (Heck, VZN pretty much insists I do it every half year...).

Can the phone's functionality be reprogrammed?

If it is determined that OBEX is needed, can that be added? -- I assume OBEX is a strictly software thing.

What about the phone number directories? Can those be changed, and new functionality added?

If, through a general revolt (or a real change of heart by VZN), they decide that users should be able to use Bluetooth for more than it will be (if what I read about VZN crippling that feature is true), can they do it to an existing phone?
