The FCC only approves the devices that send/receive radio waves or communicate with devices outside of the phone itself, it has absolutely nothing to do with the functionality of the phone in any way.
Phone manufacturers send nonfunctional models to the FCC for approval before they invest any serious dollars into developing the in-depth functions on the phone, which is what takes the most time.
