How do you shorten mp3s

Does anyone know how to shorten mp3s to about 30 seconds and then send it to your phone for a mp3 ring tone. I would greatly appreciate if someone can help me... THANKS

ok if i use itunes i can shorten the song to 3o seconds of playing time but the song shows 4 minutes so what do i do to shorten the song in itunes so that the size of the song/file is smaller.. and then what do i do after i shortened the song.
