Recharge battery before it totally runs down?

Is it safe to do it without shortening battery life? The manual doesn't say yes or no.

yes, lithium ions.... don't worry about it... charge it whenever you can.

these batteries do not have a memory to worry about but they do have a limit in cycles. IOW each charge is a cycle.

is this true ,at verizon store they told me not to charge till it runs down 🙄 more verizon lack of v710 knowledge?

probably. As an example, if the battery has 300 charges in it then it is a reasonable strategy not to waste the charge on getting it from 1/2 charge to full charge compared to 1/8 charge to fully charged.

This is of course a completely different issue than battery memory.

Opinions vary, but after reading and talking to tech people about laptop and PDA lithium batteries, the most repeated advise was: Ideally, don't let the lithium battery device frequently run down (to where it stops working) ... best (for long term life) to recharge when the battery is low (not dead). Also, better to not constantly return the device to the charger, as the battery life charge cycles are limited and decrease over time.

So if I start charging my phone and unplug it to take it upstairs at night to finsh charging. Does that count as 2 cycles?

No it isn't. Apple has done a pretty through description of how to treat LIon batteries because of their iPod flack. Check it out there:
