May depend on if your mother wants a "new" phone since she has used her phone for 2 yers and may want a new one herself.
As long as your mother agrees, and you are willing to pay the cost, Verizon doen't care who uses which phone. You can have the phone numbers changed over and it would be nice if you paid for any charges to do so.

The portability of numbers is now effective in all states. Any number you have, be it a cell phone or home phone number, can now be put on your cell phone by any company.
Of course, you can not not have the same number on two phones at the same time so you would have to give it up on the one it is coming from.
