The other day, I was visiting my brother's house, and my new T637 (Cingular) searches for network and comes back to tell me no network is available. My brother, on the other hand, with his Siemens phone (AT&T Service) shows that he had great signal. How come my phone did not pick up AT&T signal? Aren't they supposed to be using each other's networks now?
I looked through the menus to find the available networks. Menu->Connect->GSM Networks did not list anynetworks. (Siemens phone listed a bunch). When I came back to my house, where there is Cingular signal, GSM Networks still shows an empty page.
I stopped by Cingular store, and the guy claims that AT&T customers can roam on Cingular, but not the other way around in San Francisc...

in truth, that's not a big deal, and it is somewhat reasonable for a carrier to do this. the conflict arises when considering the shared network and roaming agreements Cingular has with T-Mobile and ATTWS.
not every market has a roaming agreement, but from what i have seen, those markets that do not are in areas where this option becomes crucial.
you could attempt a call to Cingular customer Care or Tech Support, but it is unlikely that they will "unlock" your SIM for manual network selection.
