How can i unlock my phone that i got on att, so i can it use with a Cingular SIM card?

You can't. ATT handsets works with ATT sim cards and Cingular handsets work with Cingular sim cards. ☹️

But if its unlocked it should work with any gsm carrier just like any unlocked phone would.

You can unlock it using software on a computer with a data cable. Or I think you can also enter an unlock code into the phone.
