And as this title shows - the message was intended for Joel since Icy had gone MIA right after making that last, strange post, that i'm trying to have him explain.

As for instigating him - I don't believe I was the only one paying part of it - and the post for Joel was not an instigation as I thought Icy had left and was merely commenting at the state of the board since he left.
