It means you do not have it turned on for your service. Check with Verizon. 😁

You don't need to have text messaging "turned on" with Verizon to recieve a text. Any text message capable phone can send and recieve messages the only difference is you have to pay per message sent/recieved without a package, so there would be some other reason why you are getting this message when recieving a text.
