Since I don't know what you actually did or what step you did wrong, but it seems obvious you did not install the driver using the "Device Manager". If you do that, it will load the driver after you have "pointed" it to the file that you downloaded.
I suggest you print out the instructions again and make sure you totally understand them and follow each step.
Believe me, it WORKS! 🙂
Where did you get the Motorola Phone Tools program? Did it update to the newest version? If so, what version does it report?

Some of my concerns are that you said you selected the "phone number". I don't know where the phone number came from since it should not know of any phone number! It should say only USB modem at the most.
If it has a phone number in there, I would delete that (using Device Manager) and any other driver you tried to load and do it over. Reboot after deleting the driver.
You then said you pointed it at the file and it could not find it and asked you to find it manually. You should be selecting to find it manually FIRST, the box may also ask you if you have the disk, click yes and point it at the file. Hopefully just deleting all the devices in the Device Manager that has anything to do with the 815 or USB modem will do the trick so you can re-install from a "clean" position and it will work.
