My OBEX is enabled. I have transferred files between my phone and computer.
Phone to phone transfers cannot be initiated from the e815 because OPP (object push protocol) for bluetooth is not enabled. So far the hackers have not been able to come up with a workaround for this.
Since i only have the one phone, i can't test whether phone to phone transfers can be initiated by another bluetooth phone to the e815.

Unfortunately, you still can not push files from the E815 to another device because Verizon has a policy which (so far) disallows that.
There is also a $500 reward for anyone who can hack an E815 to enable file push:
