I'm not sure I follow your logic here (not saying you are wrong), I thought you get a new phone every two years free if the phone is $100 or less and if you want to upgrade to a more expensive phone you get the $100 credit.
Here is the exact wording from the VW website:

From the example above, I took it as the phone is $99.99 and there is a $50 rebate making the phone $49.99 without the ne2. If this is correct, why would the phone not be free and why would the rebate come into play here at all? Maybe I misunderstood what she was describing...

I guess that makes sense as long as the rebate is from the phone manufacturer and not verizon. If it's verizon issuing the rebate then they would still be saving the $50 since you would not be redeeming the rebate (althought they would be holding your $50 for 6-8 weeks before they had to refund it through the rebate so they would be earning interest on the float which probably adds up I guess).
