Just go to download.com and search for it. Quite a few should come up that are freeware or at least shareware.

Cdex is the best one I've found. It'll take CD's, rip selected songs to MP3, WAV, OGG, what ever format you want. It will also do that backwards as well. (although, the quality isn't as good uncompressing a compression). Free to use.
