How to you play vback ideos downloaded on Mini Sd on the 9800?.

If I'm reading your question correctly, to do so, go to Menu-GET IT NOW-Get Tunes & Tones-My_Flix and they will be there (which is the file you should have put them into).

In order to view videos on the phone they have to be in 3gp format.

I use ImToo 3gp converter, it works great. Just search the web for ImToo and you should be able to find it.
