Motorola RAZR V3c

I was playing around with video and camera on my Nokia 6256i taking pictures and vidoes of my dog. That is kinda cool even set the mini screen (external screen) wallpaper with a pic of the dog. Does the razr have the ability to set the mini screen wallpaper with a picture taken from the camera? Does the razr have video capabilities as well like the Nokia 6256i?
