If you present an "unlocked" phone to a carrier, say a GSM carrier, and request service for that phone, there shouldn't be a problem right? I'm asking because I'm considering buying the unlocked V3 off the internet.

V3 is only for GSM carriers. Anyone would work. ATT, Cingular, and T-Mobile. Since you already have the phone, ask them to sign on without a contract. Contracts are dumb in this country cause they all want 2 yrs! 1 yr isn't too bad, but no contract is better so u can leave the company without any obligations!!

Yes, you should be able to use it with any GSM carrier. With Cingular, having your own equipment means you do not have to sign a contract for the service, still a $36 act fee though(and no promo without contract. Current promo is unlimited mobile2mobile on Nation plans $39.99+up).Of course, with no contract, there is still a credit check for any plan with a monthly bill.
